It is legal to sell salmonella diseased chicken.
Yes, the meat industry successfully sued the USDA for the right to sell salmonella diseased chicken to the public in the case of the Supreme Beef Processors, Inc vs the USDA.
They sued the USDA because the USDA tried to shut down a slaughter plant that was caught repeatedly violating salmonella standards.
The meat industry won. The reasoning was that since normal cooking practices destroy salmonella it was perfectly okay to sell the salmonella diseased chicken.
Though proper cooking can kill salmonella cross contamination by handling raw chicken is common and does result in salmonella poisoning.
